For too long, the global conversation about human trafficking and sexual exploitation has operated as though boys and men do not exist within it. This is not because their experiences are rare — it is because the systems built to identify, protect, and support survivors were designed without them in mind. Rigid ideas about masculinity make it nearly impossible for boys to be seen as survivors rather than perpetrators, and deep stigma keeps many from ever seeking help. The consequence is a near-total absence of services, research, and protection specifically responsive to their needs.
Urban Light was founded to address this gap directly — understanding that gender equity means ensuring every child's right to protection and dignity, including the children the world has been least prepared to see.
Understanding Root Causes
No one enters survival sex work by choice alone. Structural vulnerabilities — poverty, lack of legal documentation, ethnic discrimination, language barriers, lack of family safety nets, and absence of legitimate employment opportunities — create conditions in which exploitation becomes coercion.
Urban Light addresses not just the immediate experiences of individuals, but the systemic failures that produce vulnerability in the first place. We advocate alongside the communities we serve for structural change.
We Show Up
Through consistent street outreach, we build trust with individuals in Chiang Mai’s red light district and surrounding areas before offering anything else. Presence is the foundation of everything we do.
We Support
We provide holistic, whole-person care: healthcare, housing, food, education, employment training, legal support, and mental health services. We address immediate needs and long-term wellbeing together.
We Step Back
Our goal is not dependence — it is self-determination. Every program we offer is designed to equip individuals with the skills, resources, and confidence to define and pursue their own futures.
How We Work
Trauma-informed: every interaction is grounded in an understanding of how trauma affects the mind, body, and relationships
Survivor-centered: participants guide their own care plans; their needs, preferences, and voices are prioritized in all decision-making
Intersectional: we recognize that age, ethnicity, documentation status, disability, SOGIESC, and other factors shape individual experiences and require tailored responses
Locally-led: our in-country team has decades of frontline expertise and deep community trust; their knowledge drives our programming
Rights-based: we ground our work in the UN Convention on the Rights of the Child and international human rights law
Equity-focused: we work to ensure equitable access to services without discrimination

Our Eight Pillars of Holistic, Survivor-Centered Care
Real healing is not linear and does not fit into a single program. Urban Light’s eight-pillar model was built from years of listening to the individuals we serve — understanding what they need, when they need it, and in what form. Every pillar is trauma-informed, dignity-affirming, and designed to support self-determination.
Health
Urban Light provides free, confidential, and stigma-free healthcare including HIV/STI testing and treatment, health education, on-site doctor access, quarterly clinics, and hospital accompaniment. Healthcare is a right, not a reward for compliance.
Our Mobile Health & Wellness Clinic — supported through the ITO × Urban Light partnership — brings care directly into communities where structural barriers prevent individuals from accessing services.
Employment
Our employment programs support participants in building skills for sustainable, dignified work: job readiness, interview preparation, computer skills, workplace navigation, and job placement support. Our Rising Dough baking program creates a pathway to entrepreneurship and small business ownership — an opportunity to generate income on one’s own terms.
Housing
Stable, safe housing is foundational to healing. Urban Light’s emergency housing and transitional housing program provides immediate shelter for those in crisis, as well as supported longer-term housing for individuals working toward independent living. There is no clock on this process.
Education
We provide year-round tutoring, Thai language classes, GED enrollment support, computer literacy, and culturally grounded life skills workshops. Education builds agency — and we work to remove every barrier that stands between a person and access to it.
Harm Reduction
We meet people where they are, without judgment. For individuals navigating substance use, we provide harm reduction services, access to treatment, and non-stigmatizing support. We do not make abstinence a condition of care.
Prevention
We work with schools, communities, families, and young people to build awareness of exploitation risks and challenge the harmful gender and social norms that create vulnerability. Prevention is not just education — it is transformation.
Outreach
Rooted in trust-building, our outreach team visits Chiang Mai’s bars, massage parlors, and street-based locations weekly. We bring harm reduction supplies, health resources, food, and — most importantly — consistent, non-judgmental presence. We do not approach outreach as extraction. We approach it as relationship.
Legal Support
Many individuals we serve lack government-issued identification, making them legally invisible and unable to access legitimate employment or services. Our team supports individuals through the documentation process to obtain ID cards and assert their legal rights. Legal personhood is a precondition for access to nearly everything else.

Numbers That Represent Real Lives
Since 2009, Urban Light has walked alongside more than 17,000 individuals in Chiang Mai, Thailand — but no number tells the full story. Behind every statistic is a person who found a safe place to sleep, a meal when they needed it most, a path toward an education they thought was out of reach, or simply someone who showed up, consistently, without judgment.
The ripple effect of this work extends far beyond any single program. A safe housing placement doesn't just support one person — it stabilizes a family. A vocational training completed becomes an income that supports siblings, parents, and dependents. A young person who gains legal documentation gains access to an entire system of rights and opportunities that had been closed to them. Every outcome multiplies outward, into homes, families, and communities.
Our annual impact reports offer a transparent look at this work, year by year — the programs delivered, the partnerships built, and the outcomes achieved. In 2023 alone, our team facilitated over 3,100 visits to our Drop-In Center, distributed more than 7,100 meals, supported 68 individuals with housing assistance, and helped 26 people transition into safe, legal employment. Each of these numbers reflects a step toward stability, dignity, and self-determined futures.
